How Do I Install a Classic Environment Folder on Mac OS X?

I have a Macintosh iBook G4. It has OS 10.4 installed on it. I want to install a Classic (OS 9) folder on it, and have a disc for OS 9.1 (the lowest OS available for Classic). The only problem is that I cannot figure out how to install the Classic folder! I have some older programs that I need to be able to run, and because I don't have the Classic Environment, they won't run. Any suggestions?
