Filing a restraining order?

I want to file a restraining order on my 18 almost 19 year old neighbor. He molested me 3 years ago and told people about a year ago and he also took a lie detector test proving it. (i know lie detector tests dont stand in court) My question is now that hes moved (only two houses away) because his parents want me to "heal" can i get a restraining order and if so will he have to move. One issue is he just signed up for the navy so i don't know what will happen with that. I don't want to go into this blind i too am only 18 years old.
